The Ninth Circuit's surprise 2-1 decision came in response to a federal lawsuit filed four years ago by nonprofit advocacy groups Veterans for Common Sense (VCS) and Veterans United for Truth.
The organizations sought a preliminary injunction to force the VA to immediately treat war veterans, particularly those who served in Iraq and Afghanistan and showed signs of or were already suffering from PTSD.
